Obituary for Barbara Waters
Barbara J. Waters, 78, of Peoria passed away at 3 A. M. Sunday, December 9, 2012 at her home. Barb was born February 10, 1934 in Chillicothe to James D. Osburn and Stella M. Wilcox Osburn(High). She married John L. Waters on June 11, 1952 in San Clemente, California. Surviving are her husband John, her children Terry L. Waters and Julie A. Waters, both of Peoria and her grandchildren Sarah (Jim) Ghiglieri and Lauren (Ryan) Rumler and two great granddaughters.  Also surviving are her two sisters, Joann (John) Babington of Peoria and Carol Loser of Chillicothe. She was preceded in death by her mother and father and her two sisters Ruth Robinson and Mickey High Henderson. Barb worked as a homemaker, mother and volunteer. She was one of the original members of the Peoria Association of Retarded Citizens, PARC, helping to establish the organization in its early years. She continued to support people with developmental disabilities her entire life. Barb served her community as a Limestone Township Trustee for 10 years and an Election Judge for 25 years. She was a member of Alpha Chi Sorority, Elks Emblem Club, the Shrine Ladies of the Nile and she was a volunteer at the Illinois Cancer Care Center. Barb was an avid reader and enjoyed playing golf, having picnics and traveling with her husband. Most of all she loved spending time with her family and friends. Her life will be celebrated at a memorial service to be held at 11:00 a.m., Saturday December 15 at Forrest Hill United Methodist Church located at 706 E. Forrest Hill Avenue. In lieu of flowers, the family is requesting that memorials be made to PARC, P.O. Box 3418 Peoria, IL 61612.
